Oman Ministry of Labour Unveils 2024 Achievements and 2025 Job Plans

Labour Market Advancements and Employment Initiatives

Muscat: The Ministry of Labour highlighted its key achievements for 2024 and outlined its strategic objectives for 2025. The ministry reaffirmed its commitment to enhancing the labour market, improving employment rates, and supporting national workforce development.

45,000 Job Opportunities Planned for 2025

During the ministry’s annual press conference on Monday, Dr. Mahad bin Said Ba’owain, Minister of Labour, announced that Oman aims to create 45,000 job opportunities in 2025. These include:

  • 11,000 positions for training and qualification.
  • 10,000 jobs in government institutions.
  • 24,000 opportunities in the private sector.

The ministry emphasized its support for work-related training and wage subsidies, particularly for small and medium enterprises (SMEs).

AI-Driven Workforce Development and Digital Transformation

The Labour Ministry is integrating artificial intelligence (AI) to enhance smart management and fund pilot employment projects. Key initiatives discussed included:

  • The National Employment Programme (NEP), which aligns education outcomes with labour market demands.
  • The Tawteen Platform, which streamlines job nationalization efforts.
  • The Khuta Platform, aimed at improving workforce planning.

Enhancing Job Nationalization and Talent Management

The ministry is focusing on increasing job nationalization by placing skilled Omanis in senior and mid-level roles across key industries. Additionally, specialized companies are being established to support employment in vital economic sectors.

To strengthen human capital, the ministry is implementing strategies to build national capabilities, enhance talent management, and modernize state administrative systems.

Digital Transformation in Oman’s Labour Sector

As part of its digital transformation strategy, the ministry is rolling out the Smart Administration Project in collaboration with the private sector. The project involves:

  • Developing three AI-based pilot applications.
  • Establishing a visual identity and knowledge base.
  • Launching a waiting list initiative to promote digital best practices in human resources.

Sustainable Employment and Workforce Integration

The National Employment Programme aims to create sustainable job solutions in both public and private sectors. The program integrates educational outcomes with real labour market needs, ensuring necessary enablers are in place for success. It also strengthens partnerships between education, training, and employment sectors.
